LEGAL NOTICE

ADVERTISEMENT FOR BIDS SEALED BIDS for the furnishing of the necessary materials and construction of the NEW STORM WATER PUMP STATION AND CSO BASIN VAN WERT, OHIO

will be received by the City of Van Wert, Ohio at the office of the Safety-Service Director, 515 East Main Street, Van Wert, Ohio 45891 until 11:00 a.m. (Local Time) Wednesday, March 21, 2018 and at that time and place will be publicly opened and read aloud.

The scope of work consists of construction of a new storm water pump station with three 6,100 GPM submersible pumps with VFDs and PLC controls, a 30” diameter force main from storm water pump station to the 15 MG CSO basin; and a 20” diameter drain line from CSO basin to Bonnetwitz Pump Station. CSO basin to have concrete bottom side slopes, water cannon monitors cleaning system with water booster pump station and floating aerator mixers.

The contract documents, including plans and specifications,

are on file at the office of the City of Van Wert, Ohio and the Architect/Engineer -- Poggemeyer Design Group, Inc. (PDG). The documents may be viewed and ordered online or obtained from Becker Impressions, 4646 Angola Road, Toledo, Ohio 43615, Telephone 419-385-5303, www.pdgplanroom.com for the cost of printing to be paid to the printing company at the time the documents are picked up. Shipping and tax charges are the bidder’s responsibility and payable directly to Becker Impressions.

The Engineer for the Project is Poggemeyer Design Group, Inc., 1168 North Main Street, Bowling Green, Ohio 43402.

All bids must be signed and submitted on the blanks which

are bound in this booklet. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked --- NEW STORM WATER PUMP STATION AND CSO BASIN --- and addressed to the City of Van Wert, 515 Est Main Street, Van Wert, Ohio 45891.

The bid guaranty may be of two forms:

1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.)

2. A certified check, cashier’s check or letter of credit in favor

of the City of Van Wert, Ohio in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond.

This procurement is subject to the EPA policy of encouraging the participation of small businesses in rural areas (SBRAs). After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit

the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Van Wert County, Ohio.

The successful bidder will be required to pay not less than the highest applicable minimum wage rates as established by the federal Davis-Bacon Wage Determinations issued by the U.S. Department of Labor.

The City of Van Wert, Ohio may reject any or all bids on any basis and without disclosure of a reason. The failure to make such a disclosure shall not result in accrual of any right, claim, or cause of action by an unsuccessful bidder against the District. The Board of Trustees reserves the right to waive any irregularities in the form of a bid that do not affect or destroy competitive bidding. In no case will an award be made until all necessary investigations are made as to the qualifications of the bidder to whom it is proposed to award a contract.

In accordance with the Ohio Revised Code Section 307.87 this shall serve as notification that this notice is available on the City of Van Wert, Ohio’s internet web site on the world wide web by logging onto http://www.vanwert.org and going to Legal Notices and Bids tab from the main page and you will be able to view the notice in PDF format.

No bidder may withdraw his bid for a period of 60 days after

the scheduled closing time for the receipt of bids. This project

is being partially funded with Ohio EPA Water Pollution Control Loan Fund (WPCLF) with Buy American requirements.

The estimated cost of construction is $7,300,000.

The Van Wert County Board of Revision has scheduled a hearing to be held on MARCH 27, 2018 at 11:00 A.M., at the Van Wert County Courthouse, 121 E. Main Street, Room 200, Van Wert, Ohio 45891. The purpose of this hearing is to conduct a final hearing under Ohio revised Code Section 323.70(A) on the merits of plaintiff’s foreclosure complaint, including a determination as to the validity and/or amount of any Impositions alleged in the complaint, and thereafter, if appropriate, enter an Order of Foreclosure, and after the expiration of the alternative redemption period provided for in §323.78 ordering the parcel be transferred by deed directly into the Van Wert County Land Reutilization Corporation, as an electing subdivision, without

appraisal and without sale, free and clear of all impositions and any other liens on the property as more fully provided in R.C. §323.74 and R.C. §323.78; and Under R.C. §323.72, to conduct a hearing to determine whether all or part of the Impositions due and owing have in fact been paid.
